I mentioned this elsewhere, but Twitter had a ton of problems when he bought it. A lot of staff (many now former staff) mentioned they tried to bring up issues, but he would just talk over them, ignore them, or even fire them. He left a skeleton crew to maintain a burning ship. Frankly I'm willing to believe it wouldn't take a country (much less one too busy fighting its own wars) to take down X.
